Аннотация: В статье раскрыты особенности работы ЭТП ММВБ «Госзакупки» как одной из электронных площадок для размещения государственных заказов в Российской Федерации.

Annotation: The authors analyze the peculiarities of DTS of Moscow Interbank Currency Exchange in the sphere of government procurement in Russia.

Introduction

The system of government procurement is one of the necessary institutions of  government regulation. The state is the major orderer and consumer of practically every sphere of economics. That is why the state demand is a powerful tool of economy regulation that influences its structure and dynamics[1].

The main functions of government procurement as an element of business activity are[2]:

  1. The reproduction function, that is need satisfaction in goods, work, services to secure sustainable reproduction economic links in partnership with  the state and realize immanent state functions;
  2. The price regulation function, government procurement  affects price regulation  of certain kinds of goods, work and services indirectly;
  3. The stimulating function. Expanding of government procurement serves a factor of active demand growth to support and motivate national producers and regulate industry-specific and regional structure of economics;
  4. The social function is aimed at contribution to socio-economic policy of the state as well as involvement of socially vulnerable groups of population in the flow of work.
  5. The innovative function means forming economic implications to create fundamentally new or with new consumptive characteristics produce (goods, work, services)[3] .

Worldwide experience shows that in highly developed economies government procurement is widely used as one of the elements of the support system of economic and social stability and to provide progressive economic growth. The market of government procurement (buying) performs the function of economical tool of distribution and execution of government procurement. Economic and contract links between the government-orderer and economical constituents of different property category are set and executed in this market through digital trade sites and a system of contracts[5]. The next chapter will look at one of digital trade sites – DTS  of MICE- and peculiarities of working there[6].

Digital Trade Site of MICE[7] 

The digital trade site of MICE was among the five sites chosen by the Ministry of Economic Development and Federal Antimonopoly Service to carry out government procurement[8]. The site passed technical audit, expert investigation and in this way met the requirements of technical specification of digital sites selection. The DTS of MICE is a part of the MICE group. Close Joint-Stock Company “MICE” – Information Technology – is an operator of the site which started full-scale functioning from October, 1, 2010. The MICE group has a manifold regional network; MICE stocks operate in Rostov-on-Don, Vladivostok, Nizhny Novgorod, Yekaterinburg, Novosibirsk, St Peterburg, Samara, Krasnoyarsk, and Krasnodar[9].

Today the DTS of MICE  is a continuation of long-term traditions of all-Russia stock markets organization; an exposure to effective cooperation of all participants of government procurement; it is a modern, flexible, effective, powerful technical basis ; a unique experience and staff qualification; a wide range of optional services for orderers and participants of  the order distribution.

During the foundation of the DTS of MICE the resource and experience of MICE were used in the development of organized markets; its own software was worked out. The functionality of the site allows carrying out all actions for the order distribution in accordance with Chapter 3.1 of the Federal Law from 21.07.2005 № 94- FZ “On order distribution of goods delivery, work execution, services accomplishment for state and municipal needs”, viz.:

  • To register orderers and authorized bodies;
  • To carry out accrediting of participants of order distribution;
  • To place notifications  of open auctions arranging in a digital format;
  • To carry out open auctions in a digital format;
  • To sign state contracts;
  • To make complaints to controlling units[10];

In the process of DTS of MICE pattern development the following principles were put at the head:

  • Fail-safety – to guarantee the system work in case of separate units of equipment failure;
  • Work output – stability of supplement work during peak demand;
  • Scaling  - a possibility to increase the calculation power of the system if necessary due to new resources addition;
  • Flexibility – a possibility of quick modification of the digital site functions and new functions addition without its pattern changes.

For the sake of the customer’s convenience modern production technologies are used: AJAX – an approach to build a user interface of web supplements when a web-page without rebooting, loads asynchronously necessary data for a user; JavaScript; CSS; XHTML[11].

1 January 2011 there was an integration of DTS with the official site of RF concerning order information for state and municipal needs[12].

One of the peculiarities of the site is that DTS  is available in demonstration-tutorial version to provide maximum comfort for users (http://auction.micex-pfo.ru).

In educational version it is necessary for an orderer, a controlling body, or a participant to make up a test digital signature for registration purposes.

All organizers and participants of open auctions in the digital format should get a digital signature (DS) to work on the DTS of MICE “Government procurement” as well as on any other sites. A DS is a prototype of a personal signature which allows signing digital documents necessary for organization and carrying out of digital auctions. The DS has the same power (legal consequences) for signing a digital document as a personal signature for signing a paper one[13]. A DS for working on the DTS of MICE is provided by Authorized Centres , namely: for the Orderers – the Authorized Centre is Federal Treasury; for the Suppliers and Specialized organizations – Authorized Centres of MICE [14]. One of the convenient options offered by MICE is the possibility of studying a record of new parts of requests. It is only MICE that provides this opportunity.

A notification of the given  request is sent to the orderer’s e-mail. Thus, the orderer finds out about any changes in his order immediately.

To ensure additional safety measures on the DTS of MICE “Government procurement” TSL protocol is used. TLS (Transport Layer Security) – is a cryptographic protocol providing protected transmission of data between key parts on the Internet. TSL renders identity check opportunities and protected data transmission through the Internet with the help of cryptographic facilities. To adjust TLS, a user should have good computer literacy, because this protocol is not tuned on all computers[15].

One of the inconveniences of the DTS of MICE  apart from  SAST and Rostteletorg is that it doesn’t provide a preliminary hyperlink about the beginning of the auction where there is a reference to   the remaining time till the start of the auction. The page on the site is not automatically rebooted, it should be done manually[16].
